Governments usually choose to locate prisons away from populated areas, but in some cases they're located inside the city's jurisdiction, which brings up the question; how can a city contain a prison?
The city of Ramla, originally placed its prison – Ayalon, at the city's border, but because of its natural growth, it grew closer to the prison. Because the prison's structure functions as a tall, alienating "Black Box", the city's growth created divided empty spaces surrounding it.
The Black Box's central feature is the exterior wall, and the main emphasis of this project is to conceal it by making it part of entire urban fabric. The concealment will create a recreational area and the streets will lead the strolling visitors there. As a result, society will get closer to the prison and develop positive associations of the prison by using references to the original wall.
Another emphasis is the creation of a new urban plan to fill the empty spaces surrounding the prison, which will serve as a corner-stone, by having the city growing to the prison's direction.
